A fancy dress hire shop in Wolves sells single eye patches for a quid each, and pirate hats for £4.99. A basic set of spyglass, patch, beard ETC cost about £3.99.
They are out of stock right now, but should have stock again by next week.
Or get a crappy basic outfit from a pound shop. :P

They were out of pirate hats and eyepatches when I went, but I was told that they would be re-stocking from this monday at the earliest.
Edit: wait, make that thursday.
I'm sure I also saw pirate items in the fancy dress and wig shop in the Rag market near the Bullring in Brum.
